How do you tell if a penny auction site is a scam or not?

First off, what constitutes a scam? A scam would be if nobody every wins an auction, or items won are never shipped.

I found this penny auction watch site a good source of information:

penny auction scams

I have to admit...I was quickly excited when I found my first so called "penny auction". But I soon realized that many of these guys use automated bots to bid against you to raise the price.

Some sites don't even let you win anything!They just let you keep bidding and bidding...

What a waste!
